因天災流離失所人數 尤甚戰亂

【大紀元9月17日報導】（中央社紐約聯合國總部17日法新電）今天公布的研究報告指出，去年天災造成流離失所的人數，是戰亂的3倍，顯示在對抗氣候變遷時，改善易受害民眾的抗災能力迫在眉睫。

挪威難民理事會（Norwegian Refugee Council）這份報告指出，2013年有2200萬人因天災而流離失所，人數是戰亂的近3倍。

即使比較準確的預報及賑濟作業使死亡人數減少，這個問題仍日益惡化，全球因災難而被迫撤離家園的人數是1970年代的2倍左右。

挪威難民理事會秘書長（Jan Egeland）艾基蘭（Jan Egeland）表示：「對全球領袖而言，我認為這是一記警鐘。除非大幅增加對抗災能力的投資，否則情況會嚴重惡化。」（譯者：中央社蔡佳伶）
