交長：不接受延特許換降價

（中央社記者汪淑芬台北27日電）台灣高鐵董事長歐晉德昨首度提出高鐵特許期若能延長，可降票價。交通部長葉匡時今天表示無法接受，質疑這是圖利原始股東。

他也提到，高鐵今年出問題次數多了些，讓民眾對高鐵的穩定性感到不滿。他已要求高鐵局成立監督小組，必要時請國際專家，看看高鐵維修保養是否應改善。

高鐵營運快7年，葉匡時認為，從生命週期來看，應由外人的不同角度，重新檢視高鐵。

葉匡時上午接受台北之音廣播電台專訪。針對歐晉德拋出有關延長特許，可降票價一事，表示無法接受。

葉匡時說，高鐵當初公告招商時，特許期就是35年。高鐵根本的問題是原始股東投資不足，借了很多錢，還發行特別股，造成財務結構不佳。

他指出，台灣高鐵應設法打消現在新台幣500多億元債務，先減資再增資，讓新的投資人加入，在增資過程中，政府就可以談特許期如何延長，並透過上市或上櫃，讓高鐵的利益由全民共享。

葉匡時反對台灣高鐵只單獨要求特許期延長方式讓票價下降，他認為這是圖利原始股東。1021227
