港官，傳統就是要由沒有 character的人去擔當。沒有 character，就是溫溫吞吞，面目模糊，要像路人甲乙丙丁，他們的面孔，講過的話，不在大眾的集體記憶中留下一點痕跡。不要誤會，這樣形容官僚，不是要貶低官員的作為個人的價值。官，是制度的動物，要融入機器當中，容不下一點個人意志。個人意志凌駕制度，才是法治的喪鐘。
