大家好，因為說法紛紜，現在有點摸不著頭緒

小妹預計五月底去尼泊爾旅行，打算走內路到西藏

想請問幾個問題

1.請問辦入藏證可以先在台灣找代辦嗎?還是得在尼泊爾那邊辦

2.如果是在尼泊爾辦有需要注意的事項嗎?

3.是否一定要同國籍四人以上才可以開團?

因為去尼泊爾還想到其它地方，目前就只想到西藏

如有其他推薦的也歡迎，我發現去西藏越來越困難了，所以有點煩惱
