新北市政府創造「都更陽光法案」，訂定「新北市政府辦理都市更新聽證程序作業要點」，指首部曲是要求都更實施者提供諮詢服務，要公開透明，而二部曲則是讓整套「都市更新」法令機制更加成熟完備，指「公聽會」仍於公開展覽期間舉辦，而「聽證會」則延後到都市更新審議期間舉行，並於舉辦「聽證會」前10日寄送相關計畫書圖讓地主有充裕的時間閱覽及準備，使得權利人(地主)能夠在獲得相關資訊下與實施者做言詞辯論，如此才能達到資訊公開與充分陳述意見的機會。

都市更新處更新事業科科長程靜如強調，其所訂出的都市更新案件，如果經由地主100%全體同意或在市府核定之前都沒有任何人提出意見的情況下，都可無須辦理都市更新聽證程序，且該作業要點也與中央目前的修法方向一致。

程靜如指出，102年11月5日起，透過都市更新「聽證會」的機制，希望能保障不同意的少數人應有的權益，給予其充分表述意見及與實施者間協商的機會，以溝通再溝通的方法，避免雙方不必要的誤解與歧見，市府站在中間者的立場來建立民眾與實施者雙方良性的互動關係，期許未來推動都市更新能夠提高民眾與實施者的共識與信任。
