追逃漏稅者 肥咖條款台可望6月列入

【記者謝錦慧台北報導】台灣列入美國外國帳戶稅收遵從法(FATCA，肥咖條款)，談了一年多，過去一年來，台灣企業界對此條款反應冷淡。金融監督管理委員會9日表示，台灣可望在6月底之前，列入肥咖條款視同簽署(合規)的國家。

金管會說，美國FATCA已經在2013年元月生效，並自7月起，對不合作的金融卡機構及客戶的美國來源所得，就源扣繳30%，對金融機構影響甚深。其中最主要目的是追蹤逃漏稅者；當然也包括擁有美國籍身份的外國人。

金管會指出，美國提出跨政府合作架構，已經有日本等31個國家與美國完成跨政府協議(IGA)，另外有南韓等國家已經與美國達成共識，被視為已經簽署的國家。

由於是首此與美國作此協議，爭議難免；但台灣無籌碼與美國談條件，一切依美國法令行事。台灣可望在6月底之前，列入FATCA視同簽署的國家。2014/5/9
