日本政府近日通過了《國家安全保障戰略》、新《防衛計劃大綱》以及《中期防衛力量整備計劃》三份有關安保政策的重要文件。據日本媒體報導，著眼於大陸崛起，新安保戰略明確提出將防衛重心由北方移至西南諸島。這一被媒體稱為『安保三箭』的文件不僅是日本擴軍修憲、擺脫戰後體制、走向『軍事大國』的一個鋪墊，也讓釣魚台局勢再次成為關注的焦點。

據人民網報導，中國戰略文化促進會常務副會長兼秘書長羅援做客人民微博微訪談時，就日本出台的『安保三箭』與釣魚台局勢發展與網友在線互動交流。網友提問：『日本近期開始不斷往釣魚台地區增兵，國外媒體也對這一地區局勢表示關注，您覺得大陸應該如何應對日本的不斷挑釁？能否預測一下釣魚台問題可能的發展方向？』

羅援表示，在釣魚台問題上，狹路相逢勇者勝，狹路相逢智者勝。現在雙方就是在比拼國家意志、國家實力和國家智慧。只有做好最壞的準備，才能爭取最好的結果；只有有備才能無患。釣魚台問題最好的解決方案，是以壓促談，你不壓，他不會跟你談；最壞的解決方案是兵戎相見，雖然我們不願意看到這個局面的出現，但也要做好這方面的最壞準備。總之，談，我們歡迎；打，我們奉陪。
