求救~~~ 安裝大陸簡體程式出現亂碼~~~

下載了大陸簡體程式，
在安裝時出現亂碼，如下圖所示，
爬了文，說要安裝microsoft的Applocale就可以解決，
但我裝了Applocale後，還是沒用...
安裝了簡體中文語言套件後，至控制台變更顯示語言後，也是沒用...
請問要怎麼改善呢?
