工程專家：工法可行 安全可議

由雲林縣政府辦理的「中國醫藥大學北港分院市地重劃」工程，因擋土牆倒塌，造成2名未滿16歲打工學生1死1傷，外界對於將擋土牆切割後再修復補強的工法有所質疑，檢調將介入調查，不願具名的工程專家說，工法理論上可行，但安全措施可議。

縣府地政處指出，之前承包商施作的擋土牆為一體成型，沒有伸縮縫設計，加上基底不平而傾斜，縣府依合約求償後重新發包，新承包商依設計計畫書，用大型電鋸將擋土牆切割分段，增設伸縮縫後再導正。

工程專家說，此次施工，用切割方式將擋土牆切成小長條，再加以導正，工法應沒有問題，但因切割後傾斜段的擋土牆基底，也同時與未傾斜段擋土牆基底分離而失去支撐力，一旦現場重型機具運作產生震動，便可能傾倒。
