想自製明信片供顧客使用

我想開一間小咖啡廳，地點前剛好有郵筒，因此想說做個明信片供顧客使用，消費達多少就送明信片附郵資。然而我去中華郵政看到自製明信片規定，就有以下問題?
1. 如果不按照中華郵政規定長14~14.8cm，寬9~10.5cm，會怎樣呢?就不能寄了嗎?
2. 國內外郵資大概要多少呢?聽說是2.5元國內，可是郵票最便宜不是3.5元嗎?

簡單來說，自製明信片可能要注意哪些？國內外郵資怎算？是否遵循規定後，貼上郵票投入郵筒就OK了。
