為紓緩人口過度集中於都市，內政部長陳威仁上任後提出「富麗農村、風情小鎮」的構想，協助具有發展基礎與潛力的鄉鎮，連結產業、交通、觀光與創新等元素，建設小型地區成長中心。市長參選人黃秀霜11日籲請台南市偏遠各區提出申請，其競選團隊將協助各區了解計畫內容相關細節，提供申請的相關協助，全力爭取補助經費。

黃秀霜表示，有感於台南縣市合併後，原台南縣較偏遠、農漁牧型各區相對處於弱勢，且各區人口在12萬以下者不少。但因為各區具有農產、水產、畜牧及林業等地方經濟特色，相當適合打造「富麗農村、風情小鎮」，成為都會區外小型成長核心。如此一來，可以增加市民收入，活絡各區經濟，一體提升為「富裕大台南」及「樂活大台南」。

黃秀霜指出，五都升格改制前的原台北縣、桃園縣、台中縣、台南縣及高雄縣人口在12萬人以下之鄉鎮，及省轄市以外各縣距都會中心20公里之外的鄉鎮，始符合「富麗農村、風情小鎮」申請條件。符合條件者於104年2月前將計畫送達內政部審查，內政部並組成跨域推動小組，預計明年4月底前完成評選並公布
