教育部：高職生升學比率 11年增加1倍

行政院正在進行「搶救人才大作戰」，教育部長蔣偉寧今天下午，也將到國民黨中常會進行人才培育政策規劃的專題報告。教育部的報告指出，基層產業人力不足，肇因於高職畢業生升學比率過高，從89年度的42.7％，攀升到100年度的87.11％，增加超過1倍。但出國留學人數，97年是3.7萬人，101年只有3萬人，減少近2成。高低兩端的人才培育，呈現失衡。

教育部的報告指出，去年5月英國經濟學人公布「全球人才指數報告：展望2015」，我國2015年的人才指數在世界60個國家裡，排名第19名，得分只有54.3分，與2011年的20名、54.3分相較，都呈現下降趨勢。其中人口趨勢更從17.6分降到10.9分，排名從39名降為54名，顯見我國人口結構變遷不利國際競爭。

為解決這些問題，教育部將在5年內增加非營利幼兒園100園，102起試辦「產業學院」，預計4年內配合產學培育2萬4000名具就業力的技術人才。另外，將擬定「促進人才培育條例」，預計明年底將草案送進行政院審議。
