避免浮濫監聽　管碧玲提修法監聽1票限1人

【黃揚明／台北報導】為杜絕監聽浮濫申請，綠委管碧玲指出，她已提出《通訊保障及監察法》修法，將建立「1案1人1種通訊」，也就是1張監聽票限制監聽1人1線。此外，監聽票申請必須檢附查證文件，並明訂結束監聽後7日內通知被監聽對象。

管碧玲表示，特偵組偵辦「特他字第61號案」出現毫無比例原則的監聽，連續監聽533天，且未經基本調查就誤聽國會總機，監聽檢察官林秀濤是先羅織罪名再監聽、以及冠上重罪罪名，任意監聽，等濫權監聽情況，都是源自未立案即恣意擴線，是「扭曲並鑽法律漏洞的肉粽串式監聽」。
