因為有五年不能買賣的限制..交屋前或交屋後要賣權利都有困難.買的人怕怕...
因為一:
要是買清了,蓋好之後,所有權歸原申請者,就算買方搬進來住了,因為名字仍是你的,,1.要是你偷偷去貸款,..2.或者你有債務(比如車輛肇事,被害人求償2000萬)..3.甚至你偽造假債務,...法院隨時會來查封拍賣........
二...萬一過戶前原權利人過世...繼承人拒不配合過戶,甚至不承認有此買賣..或主張買賣違法無效.藉機再勒索一筆過戶費....買方吃不了兜著走......我猜,要很勇敢的人才敢買吧!!...

不過也許房仲業有解套秘招吧....
