台灣怪象　高房價、囤屋空屋多、缺稅收

房地合一課稅是未來最受關注的稅改，財政部明天將舉辦第2場座談會，學界、業界與公民團體今天率先自行舉辦「不動產稅制全面改革座談會」。德明科技財經大學副教授花敬群說，台灣高房價、囤屋、空屋與財政稅收不足的狀況為何會同時存在? 顯示不動產稅制出了很大的問題。
 
花敬群指出，不動產稅制應該要全面改革，應搭配持有稅的地價稅與房屋稅改革配套，並不是要財政部一次到位，可以循序漸進，分步驟完成，但是希望財政部能講清楚，先改資本利得或先持有稅都可以，但不是片面改革。
 
土地改革協會理事長卓輝華表示，各地方政府已經33年沒有調稅基，僅台北市政府今年才調，公告地價與房屋評定現值僅約市價的1/10，今年的房價跟民國70年相比已經漲6~8倍，稅基明顯偏低。（林巧雁／台北報導）
