離婚後扶養費問題

請問我跟我老婆以再法院協議離婚，當初法扶律師要我在這個案件結束之後再由我代替2ㄍ個子提起扶養費的訴訟。
我想請問一下他從98.5.5號起就沒有拿過前扶養過孩子，那我的追溯日期是可以從哪時候開始追溯起。
我2個孩子一個月跟他要1萬5千元的扶養費會不會太過分。
