| 社工人員職業安全條例可望上路

立法委員王育敏今天在立法院委員會質詢指出，剛通過的「職業安全衛生法」無法涵蓋完整，例如：社工因工作性質，有5成5的社工曾受辱罵、4成的社工曾受威脅，但職業安全衛生法中並沒有針對社工安全特別保護，她未來會提出增訂「社工人員職業安全條例」。
勞委會主委潘世偉表示同意，他也說，如果工作有特殊性就可以增加特別條例。

國民黨立院黨團成立的「立法院議事效率專案小組」，點名要立法院長應該負起責任，主張立院議事不該被癱瘓，協商不成就表決。王金平現在主動釋放訊息，表明今天下午4點會在一個可以錄音錄影的場所，與朝野黨鞭共同釐清立院各種職權行使的問題。
對於之前被批評說，朝野協商都是他和民進黨團總召柯建銘在把持，都是密室政治，王金平說，國會改革的方案大家可以一起討論，因此他會在今天下午協商進行施政報告的議題之後，轉換場地，與朝野黨鞭一同釐清體制上的問題，不要再讓職權混淆不清。找個可以錄音錄影的場所，就是要讓以後協商機制公開透明化。
王金平沒有說出具體要釐清的內容，但據立院資深官員表示，外界都把協商不成的矛頭指向王金平，但其實原本有很多協商根本不該由王金平主持，只是因為大家都搞不定，才會拜託他來主持，讓王金平揹了很多黑鍋，因此立法院現在最重要的就是讓一切回歸立法院職權行使法，讓該負責的人負起責任。
另一方面，針對近來輿論興起解散國會的聲浪。王金平說，這可以當作參考，而依照立院相關規定，在野要提當然尊重，但主要還是在提案後，要通過院會表決並不容易。

| Apple 的全球頂尖品牌之路

按照慣例，Interbrand 公布了一年一度的全球百大品牌金榜。但與慣例非常不同的，蟬聯十三屆冠軍的 Coca-Cola 竟然被拉下王座，取而代之的是我們熟悉的，6 年前毅然拋棄「Computer」，改為單名一個字的品牌 Apple。
事情發展到去年，大家大概已經預期 Apple 即將取代 Coke，成為全世界最有價值的牌子。但時光倒回至 2010，蘋果的商標也只是可樂三分之一的價值，我想當時並沒有人能猜到這黃金交叉會這麼快來到。
所以問題是這三年來，Apple 做對了什麼事情？
品牌的價值
在討論這個題目前，我們得先回顧一下品牌的價值。學理上來說，面對「一模一樣」的兩杯咖啡，如果消費者願意花更高的價錢購買 A 咖啡，或者在相同價錢下更多人偏好 A 咖啡，則我們說 A 這個商標的存在為它的 Commodity 產品創造了附加價值，因此稱之為品牌價值。也就是說，品牌對消費者購買偏好產生的影響力，因而創造的超額利潤，就是它的價值。
當然在真實的世界，除了「原物料」之外很少有「一模一樣」的競爭產品，因此品牌價值的比較必須用模糊一點的標準，也就是放大至「高度可取代」產品間的比較。所以雖然 Mac、iPhone、iPad 在市場上並沒有一樣跑 OSX / iOS 的競爭對手，但把規格類似的 Windows PC、Android Phone、Android Pad 拿來比較，可以差強人意的估出 Apple 的品牌價值。畢竟只有極少數消費者會同時擁有 iPhone 與 Android，因此去說他們是在這兩個替代品間比較，且 Apple 品牌的存在影響了消費決策，是一個還算合理的論述。
Apple 如何創造品牌價值
根據我的觀察，這三年來，以下的策略大大提昇了 Apple 的品牌價值：
- iPhone 4/5 ── 從 iPhone 4 開始，蘋果確立了「高階智慧手機」的市場定位，陸續大膽的引入了金屬、車磨邊框、雙面玻璃、金色等等精品才有的設計。這個策略成功的在消費者心中樹立了「Apple = 高端」的地位，也因此讓大家願意用較高的價格取得 iPhone 的手機。
- 高額電信商補貼 ── 雖然說 (北美) 消費者願意花 $199 美元入手一支新的 iPhone，比對手 Android 的 0 元手機高上許多。但事實是新 iPhone 的實際售價是 $649 美元，其中有 $450 元來自電信商補貼，而這個數字也比競爭對手得到的補貼高上 50 至100 美元。因此蘋果品牌價值的實現，有一部分其實是來自「C2B2B」的電信商影響力。
- iPad ── 2010 同時也是蘋果推出 iPad 的一年，這個產品線在過去三年非常成功，市佔率幾乎一直超過 50%，售價與毛利也比競爭對手高上許多，因此對 Apple 品牌價值的加速提昇貢獻非常大。
- Apple Store ── 除了蘋果的商品，Apple Store 也是其品牌精神的具體呈現，徹底影響消費決策的關鍵最後一哩。很多人忽略的 Apple Store 在蘋果整體策略中的重要性，事實上這幾乎是蘋果最有價值的長期資產，其「坪效」也總是傲視零售同業。在 2009 年，蘋果擁有 273 家商店，到了 2012 年，這個數字成長 43% 來到 390 家，我認為這個成長絕對大幅貢獻了 Apple 的品牌價值。
- 開店位置 ── 除了消費體驗，事實上蘋果連 Apple Store 的位置都非常講究，你會發現它從來不會放在百貨公司 8 樓的電器部門，而一定是放在一、二樓，甚至是紐約第五大道，務必與世界一級精品並排。經常看到 Apple 與 LV、Channel 之流的高端品牌一起出現，久而久當然會提昇它在消費者心中的地位。
- 搬家成本 ── 蘋果總是把升級 iPhone、Mac 做到容易到不行，卻把跳槽至 Android、PC 搞得非常麻煩。越高的搬家成本就會帶來越高的留下率，因此只要下一代 iPhone 做得不錯，即使價錢稍貴用戶還是會買單，因此也能間接貢獻品牌價值。
- 產品生命週期設計 ── 如果你有注意到，iPhone、Mac 的電池壽命往往兩年左右就會驟降，讓你很想買台新的來替換。這事實上一直是 Apple 最少人談論的祕密，他們花了很多心思去設計產品的生命週期，讓你不致於帶著超老舊的產品在街上跑來跑去，讓人們對 Apple 的品牌留下不好的印象。
Lessons Learned
所以最終，品牌的具體呈現或許只是一個名號、一個 Logo，但它的價值創造絕對不是選一個好名字、做一個漂亮 Logo，或是打幾支形象廣告、拍一片微電影那麼簡單。Apple 的興起為我們證明了品牌的經營是全方位的，從產品到通路，第一印象到首次購買，再到回購，都必須要面面俱到的。希望今天的分析有幫助你更體會品牌的真正意涵，以及其價值的真正來源。
