（中央社記者高照芬台北11日電）中央銀行總裁彭淮南今天提出8點，說明新台幣匯率。並引用諾貝爾經濟學獎得主席姆斯（Sims）的談話，認為「匯率，不能只考慮個別產業」，央行的匯率政策以全民利益為依歸。

立法院財政委員會今天審查央行103年度預算案，多位立委質詢新台幣匯率問題，並引用台積電董事長張忠謀對新台幣匯率的談話。

央行傍晚發布新聞參考資料，整理彭淮南的答覆內容，歸納出8點，回應立委質詢並供各界參考。

央行說，匯率不可能讓出口商及進口商同時滿意（進口價格會影響到廣大的消費者及1500萬機車族，他們人多、但聲音小）。央行的匯率政策是以全民利益為依歸。

對台灣而言，匯率是重要議題，央行不僅投入大量人力，也與學者共同研究；央行每天都在注意匯率。

央行強調，匯率是一種價格，宜由供需決定；如過度波動，央行會維持匯市的秩序。根據央行實證研究，新台幣匯率（跟新加坡幣匯率一樣）能確實反映經濟基本面，具有反通膨及反景氣循環的功能。

換言之，新台幣匯率符合台灣整體利益。

央行根據國際清算銀行（BIS）所編製的實質有效匯率指數（REER，將2010年匯率訂為100），今年9月新台幣較韓元低2.7個百分點 ，表示新台幣匯率具價格競爭優勢。

央行強調，匯率只是影響出口的因素之一，還有許多更重要的因素影響出口。

央行舉例，若以11月8日與去年底比較，新台幣對人民幣貶值3.51%，10月份台灣出口減少3.9億美元，但台灣對大陸面板出口減少更多，達4.5億美元

此外，年初以來，日圓對美元貶值12.07%，但今年1至9月，日本工具機出口減少32.2%。由此可見，匯率只是影響出口的因素之一。

央行指出，今年10月台灣出超35.2億美元，熱錢流入32億美元，合計67.2億美元。在這情況下，新台幣匯率尚能維持動態穩定。央行已盡力了！央行對匯率沒有為所欲為的自由與能力。

央行總裁彭淮南引用101年10月29日某位董事長與諾貝爾經濟學獎得主席姆斯教授（Sims）討論匯率時，席姆斯回答：「匯率，不能只考慮個別產業」，這席話值得參考。

央行說，學位固然重要，但終身學習更重要。央行同仁中，有數十位經濟學博士，但「聞道有先後、術業有專攻」，即使是博士，也不是對所有的問題都是專家。1021111

本人目前租屋，NT4000/月(包水費)(文心路三段VS成都路口)
電費1500~1800/2月=平均800/月(5元/度)
所以一年花在住的開銷=4800*12=57600/年
假設買一間套房150萬(10坪??)，房價一年跌3.84%
150W*3.84=57600
這樣的話，租=買

我不期望買房子能賺錢
我只是希望不要賠太多
所以我應該買，比較划算，是嗎?
