國防部今天表示，立法院一旦修正通過軍事審判法，將配合執行，另外也將蒐集先進國家禁閉制度，配合修訂陸海空軍懲罰法。

國防部上午舉行記者會說明「國軍改革人權保障作為專案進度」，針對軍法改革、配合懲罰法修訂、人權保障、精進士官制度、發揮政戰職能、禁閉室制度改革、落實申訴制度、防止幹部失當行為、強化心理諮商輔導、強化軍民醫療合作、精進傷情即時回報機制、強化熱傷害診斷與緊急醫療救護能力、落實官兵健康自我管理等13項「國軍改革人權保障作為」，進行改革研討與管制。

總督察長室軍紀督察處長張玉龍少將表示，軍法改革部分，軍事審判法部分條文修正草案已待立法院處理，等通過公布後，國防部將全力配合執行。

他說，國防部也蒐集美國、英國與日本等國禁閉制度資料，配合修訂陸海空軍懲罰法，9日前完成綜整分析，並儘速召開公聽會，廣蒐各界意見，提出具體修正草案，陳報行政院審議後，轉送立法院修法。

人權保障方面，國防部表示，專案小組預計9日辦理公民與政治權利國際公約及經濟社會文化權利國際公約修訂相關法令及行政措施協調會，要求全面檢視主管法律、命令及各項行政措施，積極修訂各項保障人權條文。

【謝岱穎／台中報導】「阿讓」鄭兆行今(7日)晚挑戰生涯第50支全壘打，2局下一棒將球撈向左外野，眼看就要達陣，沒想到球卻在全壘打牆前落下來，但阿讓雖無緣締造里程碑，但這支二壘打卻帶有2分打點，最後成為勝利打點，義大犀牛終場以6比4擊敗兄弟象，鄭兆行獲選為單場最有價值球員。

36歲的鄭兆行今年已邁入職棒生涯第14年，累積49支全壘打，但他近年來長打實力降低，過去3年只敲出1發全壘打，要拼50轟並不容易。阿讓說：「其實今天左外野順風，賽前就有感覺，只要把球往左外野打高，就有機會飛出去，只可惜球還是掉到場內。」

義大洋投馬克此役先發主投7局，被敲7安打，失2分，拿下勝投，自從加盟義大之後，出賽3場全都奪勝，防禦率只有1.29。

 【林泊志／宜蘭報導】聞名全台的宜蘭縣頭城搶孤，往年都在頭城烏石港舉行，今天移到台二線頭城鎮文小一預定地，搭設搶孤用的孤棚。為求慎重莊嚴，主辦的頭城鎮中元祭典委員會，請來道士依古禮念經作法，押煞洗淨場地，並舉行動土儀式，揭開搶孤活動序幕。
 
委員會理事長林樂賜指出，搶孤活動是知名盛事，聞名海內外。他說，搶孤主要是因開蘭時天災、疾病等因素，不少開蘭先賢客死異鄉，為追念這些死難先賢，鎮內各大庄頭舉行搶孤普渡儀式，歷經二百多年的演變，成為台灣農曆七月最有特色的傳統民俗活動之一。搶孤活動將在九月四日（農曆七月廿九日）舉行搶孤大典。
