【李子凡／台北報導】原定周六將首度登「台」的美國搖滾天團「史密斯飛船」（Aerosmith）今天突然在官網宣布：「由於主辦單位無法履行合約義務，史密斯飛船很遺憾宣布必須取消兩場原定的音樂節場次──周三在上海、周六在台北（應為高雄）的演出，史密斯飛船與失望的當地樂迷感同身受，並希望能盡快看到他們。」
 
主唱史蒂芬泰勒還在聲明說說：「讓我們忠實的歌迷失望，我們感到十分沮喪，他們歡迎我們去他們的國家，但是有鑒於難以控制的因素，我們將無法演出。」貝斯手湯姆漢彌頓（Tom Hamilton）則難掩失望說：「我們一直夢想著到上海與台北（應為高雄）演出，與當地粉絲見面。」
 
史密斯飛船原定擔任周六在高雄市舉辦的「有象音樂祭之大高雄超級搖滾日」壓軸演出，先前高雄市長陳菊還與伍佰召開盛大記者會宣布，主辦單位有象文化目前仍未回應。

台電指出，曾停電地區中以台北市陽明山、士林區及基隆萬里的停電戶數較多，另外還包括桃園縣楊梅、八德、新屋、新竹的香山、五峰，台中東勢、北屯、和平、台中市北區、南投國慶、埔里等地。

【綜合報導】由於潭美颱風逐漸靠近，宜蘭外澳已經感覺到風力跟海浪明顯變大，但因為沒有下雨，還是有不少遊客攜伴前往。

在中央氣象局發布海上警報之後，外澳地區岸巡人員拿著大聲公沿著沙灘廣播，跟遊客柔性勸導，希望大家可以遠離海邊，以免海浪變大，造成危險。

日本最高法院法官山本庸幸昨天在就任記者會表示，日本如要行使集體自衛權，唯有修憲。對於這項發言，內閣官房長官菅義偉今天表示「覺得很不協調」。

菅義偉說，最高法院法官是針對事情是否合憲做出最後判斷的人，在公開的場合談話，甚至提到有必要修憲一事，他覺得很不協調。

他指出，政府將參考「重新建立安全保障的法律基礎懇談會」（首相安倍晉三的私人諮詢機構）的看法，認真思考有關集體自衛權的問題。

他還表示，如果有必要進行釋憲，會善用輔佐內閣的機關，也就是內閣法制局的法律專業見解等，這由內閣處理。

63歲的山本是前內閣法制局長官、剛上任最高法院法官。他昨天在就任記者會表示，他認為要透過修改憲法解釋允許可行使集體自衛權，這非常困難。

山本表示，集體自衛權是他國遭受攻擊時，日本未遭到攻擊卻可戰爭，將此正當化的權利，按照向來的釋憲，要行使集體自衛權是很難的。

他認為，如果要允許集體自衛權的行使，唯有藉由修憲。是否修憲，則由國會及國民做判斷。

最高法院法官職司憲法的判斷，在公開場合談到有關憲法的政治性課題，實屬罕見。

安倍內閣於8日任命前駐法大使小松一郎擔任法制局長官。因為小松傾向允許可行使集體自衛權，一般認為這是安倍在為可行使集體自衛權做布局。
