馬英九：公投門檻太低會造成社會不安定

國民黨主席馬英九今天表示，在公投門檻方面，各國門檻高低不同，以台灣來說，過去十年內總統投票率是78%、立委65%，台灣的投票率是比較高的；所以不設門檻的話會沒有正當性，直接民權包括創制、複決是例外，常態是代議政治。

馬英九說，若門檻太低可能會造成社會不安定，「不能夠因為個案或一時妥協來破壞制度」。
