投顧：歐賴俄能源 難放手一搏

（中央社記者潘智義台北16日電）富蘭克林投顧表示，雖然歐美國家聲稱將用經濟制裁俄羅斯，但歐盟對俄羅斯能源高度依賴，其中有1/3的天然氣自俄羅斯進口，恐難放手一搏。

富蘭克林指出，以2013年來看，美國並未對歐洲大量出口天然氣；美國天然氣主要出口加拿大、墨西哥。

因此，受限於俄羅斯、歐盟天然氣的供需關係，美國也難以對俄採取直接行動。

烏克蘭危機，俄羅斯正與歐盟、美國進行3方交涉。富蘭克林投顧認為，雖然最後實際動武機率不高，但對俄羅斯等東歐股市，短期資金仍將採取保守態度。

另外，俄羅斯考慮立法沒收歐美資產消息，也可能再讓國際資金更為謹慎。

不過，富蘭克林分析，就價值面來看，目前俄羅斯股市本益比僅為3.9倍，股價淨值比更只有0.6倍，均僅略高於2008年金融危機最糟的時期，顯示股價遠低於實際價值。

富蘭克林強調，雖然當前市場對俄羅斯市場感到恐懼，但氣氛退散後，資產可望回到應有價值，俄股仍可能出現不小的行情。1030316
