144人轉任725人發津貼　金管會：同工同酬

【黃揚明／台北報導】針對台聯立委許忠信質疑金管會員工每月發放特別津貼1萬元，並不合理。金管會主任秘書林棟樑表示，金管會成立時從中央銀行、中央存保公司等公營事業共借調、轉任198人，其中144人轉任、54人借調，54人雖然已歸建，但仍有144人在金管會，而金管會現有725人領取特別津貼，是因同一個單位裡面薪資不能同工不同酬。

林棟樑說，過去這些人願意從薪資優渥的公營事業轉任金管會就是因為有這樣的津貼才願意過來，如果把特別津貼刪除的話，就違背法令信賴保護原則，且金融監理機關要引進金融專業人士，必定要有競爭力。他舉例，一般銀行中階主管平均月薪約12萬3千多元、現場監督人員平均月薪約9萬多元，還不包括紅利、年終獎金，金管會的薪資水準和業界比較「沒有特別高」。
