交通罰單時效~

本人有一張民國90年12.28的機車強制責任險罰單
該車輛多年前早已交由機車行處理報廢
因最近收到機車報廢切結書
去查了一下
才發現車牌還在我名下
還有一張機車強制責任險罰單10000萬元
違規日期:90.12.28
舉發日期:91.01.02
裁決日期:94.12.08
移送執行:97.11.19

結果目前我還沒收過行政執行通知書
間理站的資料也還在

想請問各位的是
這張罰單還需要繳嗎?
在這張罰單存在的原則下
我該如何處理該張罰單以及報廢該車牌?
