【綜合報導】基隆一名男子騎車疑闖紅燈被警察攔下，他不服要求看監視錄影帶，但到派出所時，卻被警察認定酒駕，男子因拒測被連開了9萬3千元的罰單。

當時警察說他闖紅燈違規左轉，要他出示證件，他自認沒違規，要求到派出所看監視器畫面，警察叫他騎機車到派出所後，竟將他壓制上手銬，又說他酒駕，他一氣之下拒酒測，沒想到警察開出酒駕拒測單，並沒告知拒測的下場是9萬元罰單及吊銷駕照。法官認為警員未當場做酒測，又未告知拒測的後果，認為警察濫權開單，撤銷所有罰單。警大教授表示，警政署目前重賞抓酒駕，只要基層抓到一件就是3支嘉獎，會引導警員執法上偏差，會讓警察想辦法開出酒駕罰單，獎勵方式應該檢討。

根據新研究報告，父親工作時間長，兒子容易變成脫韁野馬。

英國「每日郵報」（Daily Mail）報導，一項針對1400多名兒童的研究發現，父親一週工作超過55小時，兒子將比同儕更易犯罪且變得侵略好鬥，但這種現象沒有出現在女兒身上。

要查明這種情況為什麼出現在男性身上，並找出解決辦法，現在必須展開進一步研究。

這項研究是由柏林社會科學研究中心（Social Science Research Centre）進行，但研究地點是在澳洲西部，在小孩5到8歲時，此區的爸爸每5人就有1人每週工作至少55小時。

根據研究報告，母親的工時似乎不會產生影響，但很少澳洲母親會長時間工作，且無法從這兩者的比較得出確切結論。

柏林社會科學研究中心的李劍鴻（Jianghong Li，譯音）博士說：「父親工作非常長一段時間，孩子可能放學後較沒有家長督導，尤其是在母親也從事全職工作時。」

他說：「有些證據指出，父親有嚴苛工作相關要求時，包括工時長，還沒到達青春期的男孩，受到的督導要比女孩少，因此會衍生更多行為問題。」

研究人員是在兒童5、8與10歲時，使用獲得認可的核對清單監督他們的行為。

【綜合報導】曾在2012年3月，射殺16名阿富汗平民的40歲美國士兵勞勃貝爾斯(Robert Bales)，在周五被美國軍事陪審團判處終身監禁，並不准假釋。

曾被派駐伊拉克及阿富汗的美軍上士貝爾斯，在6月承認犯下殺人罪，讓他得以避過死刑。

貝爾斯所殺的16名阿富汗平民大部份是婦孺及小孩，他於周四為自己的罪行公開道歉，他在聽取判刑後沒有流露任何情緒。
