日本野村綜合研究所首席經濟學家辜朝明上周在一項研討會指出，歐、美啟動貨幣量化寬鬆（QE），將利率降到歷年新低，卻未能挽救經濟，問題出在歐美重蹈日本經驗覆轍，國家陷入「資產負債表式衰退」（balance sheet recession），並認為唯有擴大政府財政支出，才能解決問題。

辜朝明的「資產負債表式衰退理論」，是指當企業因為某種原因造成「資產」價值大幅縮水時，因為債務沒有減少，企業為了平衡資產負債表，會優先將手上的現金拿去還債。因此，即使利率再低，企業也不會借錢（增加債務）擴大支出或投資，企業的營運模式會由利潤極大化，轉為追求債務極小化的保守作為；當大家都這麼做的時候，貨幣乘數效果便幾乎不存在，所有的錢都卡在銀行，以致寬鬆的貨幣政策（單純調降利率）無效，必須運用財政政策救經濟，由政府將銀行裡的資金借出來，透過增加公共支出穩定經濟。

辜朝明特別以美國為例，其2013年基礎貨幣與2008年8月相較，膨脹為原來的3.97倍，但同期間貨幣供給M2僅是原來的1.39倍，銀行借貸額甚至只及原有水準的99%。

隨著美國QE退場時程的明朗化，這項政策勢將面臨歷史功過的評價，但QE是否真的無效，則應視其被期待的效益為何而定。從現有指標表現來看，QE對於實質面失業率的改善程度並不顯著；但從支撐美國股市及房地產市場的角色評述，QE應算發揮相當作用，尤其美國聯準會主席柏南克認為，美國經濟崩盤，起因於房地產，必須讓房地產先回軌道，經濟才能復甦；即使依辜朝明的資產負債表理論來看，股市、房市的復甦，也正是快速修復或平衡民眾及企業資產負債表的重要手段。

簡單來說，要平衡資產與負債的落差，美國主要是利用QE擴張貨幣供給，填補價格崩跌造成的資產減損；日本企業則是以降低負債，縮小與資產間的缺口，一則相對積極，一則保守，這也是日本經濟不振一拖20幾年，美國卻有可能在六、七年間復甦。不過，無論是相對寬鬆的貨幣政策或超級QE，其在誘發企業投資未來的效果上，的確有限。

但公共支出就有效嗎？以日本為例，過去20幾年來，在民眾及企業資產大幅縮水、資產負債表惡化、支出保守的情況下，維持高水準的公共支出，確實在支撐日本總體經濟的運行上功不可沒。

不過，鉅額的公共支出並沒有替日本經濟注入內生成長的活水，以致政府必須不斷借錢，才能不斷花錢，導致負債比率快速攀高，已達國內生產毛額（GDP）的二倍。顯然，這也非長久之計。

經濟學凱因斯學說之所以偏好財政政策，主要認為財政支出可產生需求乘數效果，促進短期GDP成長，支出項目內容則非重點。但內生成長模型能夠支持公共建設的假設，則是公共建設可以提供額外商業便利，進而帶動投資增加，展現內生成長效果。也就是說，凱因斯學說著重於政府支出規模所產生的總體乘數效果，但內生成長模型則關注於能提振企業投資意願的公共支出。

就台灣現況而言，國內民眾及企業並未產生資產大幅減損的現象，在理論上沒有修補或平衡資產負債表的急迫性；再依經濟成長表現來看，雖勉力「保二」，但似乎也還不到需要以公共支出支撐經濟成長數據的程度。真正值得關注的是，台灣企業投資成長低迷，並有長期化趨勢，此一問題如不積極處理，久之若形成結構性問題，台灣就有可能陷入經濟長期低度成長的局面。

因此，目前問題不在透過公共支出提振短期景氣，而在透過公共建設，誘使民眾及企業願意拿錢或借錢投資，以突破長期投資弱化的困境。
