【大紀元2013年09月17日訊】（大紀元記者李真香港報道）粵港合作聯席會議第16次會議昨日結束，香港特首梁振英與廣東省省長朱小丹共同出席記者會。被問到來港遊客過量令香港社會難以承受時，朱小丹表示內地會「掌握一個適當的度」，與港府協調，請香港人放心。但同場的特首梁振英則誇言，香港要研究如何擴大「容量」。

環保觸覺發言人譚凱邦直斥梁振英此番說話，完全沒有考慮過香港人的感受，「香港的大陸旅客數量太多，已經超過香港的承載力」。他說，連朱小丹都說要掌握度，梁振英這番說話「令人感覺很詫異」。

另外，對於保安局局長黎棟國在報章撰文指，每日150個單程證配額毋須減少，又說單程證審批制度有基本法的憲法基礎等，譚凱邦亦認為，香港實在是人滿為患，需要檢討有關制度，看香港是否能夠應付如此多的人來港。

【大紀元2013年09月17日訊】（大紀元記者程文鋒倫敦採訪報導）9月11日晚，一架從中國飛往倫敦的客機落地希思羅機場，對於機上一名普通而又特殊的中國乘客而言，郭予豪終於再次踏上了這塊自由民主的土地。這架翱翔在天空的飛機，猶如展開自由的翅膀，將他再次帶到了一個自由民主的國度。這是他第二次逃離中國。

在英國創辦「大中華民族復興社」

郭予豪，真名戴仕僑。倫敦格林威治大學本科畢業；英國倫敦大學碩士畢業。這個30歲的年輕男子於2010年2月「茉莉花革命」期間，在Facebook上宣佈成立民主「大中華民族復興社」。復興社綱領的第一條是：「驅除馬列、復興中華、捍衛民主、還政於民。」當時的郭予豪在他的Facebook說：「茉莉花革命使我看到中國走向民主的希望。」一些大陸人士翻過防火牆通過臉書加入「大中華民族復興社」。

第一次逃離北京

2010年9月，在英國完成了學業的郭予豪回到北京，然而僅十餘天後，他便又逃離了北京，返回倫敦，這是他第一次逃離北京。他這樣敘述逃離北京的經過：「當時我不在家，父親給我打電話，說河南兩個警察與片警來我家調查『復興社』的事，我估計是河南站長王志堅出事了，因為前一個多星期他告訴我被國保約談了，之後就再沒聯繫我。我媽也給我打電話，說你就逃吧，那時我兜裡正好揣著護照，還有一個多月的簽證。」

郭予豪逃回英國， 他想申請政治避難，但又擔心避難不成功會遭到更嚴酷的迫害。他說：「我也問了好多人，有人告訴我說，在中國組個小黨啊， 一年有幾百個、幾千個，共產黨根本就管不過來，謹慎些就不會出甚麼事。」

郭予豪擔心憑家裏人告知他警察到家裏抓他的事情不足以夠成給移民官的所需的避難理由，眼看簽證到期，郭予豪就抱著僥倖的心理回國了。

返回中國又遭抓捕

郭予豪並準備在湖南開復興社的第一次代表大會，與尚未謀面的各地負責人見見面，那時「大中華民族復興社」在八個省市有大約200個社員，在會議籌備期間，郭予豪於2011年2月11日被抓捕。

郭予豪說：「他們在提審我的時候，擺了這麼一大摞證據讓我辨認，都是有關大中華復興社的證據，專門用兩天的時間讓我交代一大會議的內容，其實我們還沒開呢！」

被監視居住 無工作及生活來源

在經歷了兩個多月提審、刑訊逼供後，也許因為「復興社」畢竟沒做出甚麼影響大的事件，郭予豪被釋放。他遭到警告：再以社團名義活動， 就重判十幾年到二十幾年徒刑。 之後郭予豪一直處在被警察嚴密監控之下：「國保隔三岔五到我家串門， 警車常常停在家門口。」
