（軍聞社記者陳建興臺北十六日電）國防部長嚴明今天接見臺灣透明組織協會理事長黃榮護等專家學者，感謝他們協助國防部接受「政府國防廉潔指數（Government Defence Anti-Corruption Index, GDAI）」評比期間所提供的寶貴意見，使國軍在落實「肅貪防弊」與貫徹「廉能風尚」的努力，獲得國際社會的正面評價與肯定，表達由衷謝意。

　嚴部長上午由副部長嚴德發上將及國軍重要幹部陪同，在國防部博愛樓接見臺灣透明組織協會成員黃榮護、陳俊明、葉一璋、葛傳宇、高伯宏及陳文政等專家學者，並就來年「政府國防廉潔指數」評鑑整備工作及軍中人權保障作為等議題，進行意見交換。

　部長提及國際透明組織於今年公布的「全球國防廉潔指數」調查報告結果，我國與美、英等七個國家同列B級，顯見國軍近年在落實肅貪防弊、貫徹廉能和品德教育的工作成效，已獲國際認同。

　在針對明年即將實施的第二次全球性問卷調查研究方面，部長則希望透由專家學者提供的寶貴建議與國軍各相關部門的努力，在既有良好的基礎上，能再次獲得國際社會掌聲，以彰顯國軍廉能軍風與我國清廉政府形象。

　期間，專家學者也從非政府組織推動廉政課題，提出專業意見和看法，並針對推動國防透明化及實質國際合作提出具體建言，期使國防事務更加公開、透明，以提昇國人對國防廉潔的信心與支持。

【吳國仲／台北報導】今天凌晨0時許，環河快速道路近西藏路匝道口發生一起車禍，1輛小客車疑因錯過匝道，從外側車道突然插入，遭後方大貨車追撞，還好小客車的李姓女駕駛(約58歲)只受輕傷，送醫治療無大礙。
 
大客車張姓男駕駛(30多歲)表示，從雲林載蘿蔔北上要到華中橋市場，在西藏路匝道時，小客車突然切入她的車道，以致煞車不及撞上。小客車的駕駛側玻璃破裂、門板凹陷，李女僅左手輕微擦傷無大礙。警方說雙方均無喝酒，將詳細調查確切肇事原因。

【綜合報導】墨西哥東北部和西部海岸，昨天(16日)分別遭到颶風英格麗(Ingrid)與熱帶風暴馬紐爾(Manuel)夾擊，各地狂風暴雨，已經導致至少42人死亡。

位居太平洋沿岸的著名度假勝地阿卡普爾科(Acapulco)也遭到被洪水淹浸，4萬名遊客一肚被困。東北部沿岸煉油設施關閉，東部韋拉克魯斯市則發生嚴重土石流，淹沒民宅及巴士，數千人要疏散。
