【綜合報導】立法院開議，行政院長江宜樺至立法院進行施政報告。這也是鍘王之後，王金平江宜樺首度正面交鋒，但兩人完全完全沒互動。

在等待上台施政報告前，江宜樺坐定位後，只顧低頭看公文，但綠營立委輪番上台砲轟。立委李桐豪譏諷：「江揆說，沒有王院長的立法院 ，他已經準備好了，我們在這裡說，沒有江揆的行政院 ，立法院也已經準備好了。」台下綠營立委大聲附和，氣氛有些尷尬。而隨後立委們也輪番播放馬英九在7年前還擔任台北市長時，曾在反扁場合上批陳水扁，民調滿意度低於18%，應該自行下台的發言，諷刺馬英九應「知所進退」。

立委陳亭妃嘲諷馬英九目前滿意度還只有18%的一半：「馬英九市長，請站出來馬英九總統知所進退，要有羞恥心，要有責任感，請馬英九下台。」而影片在第一次葉宜津播放時，王金平也非常認真的觀看。為了杯葛江宜樺上台進行施政報告，綠營立委化身黑衫軍抗議，高喊：「毀憲亂政、道歉下台」。眼看上台施政報告無望，江宜樺起身前，還回頭望了一下主席台。但相較起立法院內尊王打馬，院外也有另一種聲音。挺馬民眾高舉標語大喊特偵組加油、馬英九加油、王金平快滾蛋。只是場內場外亂哄哄，一整天下來立院議事空轉。

(中央社記者江明晏台北17日電)中華電信「2013電信創新應用大賽」首度舉辦「MOD互動微電影創作」比賽。

經2個多月評選後，16部微電影從近300部參賽作品中脫穎而出。

中華電信今天舉行頒獎典禮，台灣偶像劇導演瞿友寧稱讚得獎作品類型多元、風格各異，多部作品兼具技巧與內涵，讓人眼睛為之一亮，尤其學生組展現比社會組更多元的題材、更深入的觀點、更好的創作品質與更宏觀的創作視野，顯示未來影像產業有更多更值得期待的明天。

文化部影視及流行音樂產業局主任秘書董竹英也應邀出席頒獎典禮。

中華電信多年以電信創新應用大賽帶動國內數位學習及創作風潮，培育資通訊人才，其中「創作擂台」今年已邁入第10屆，今年首度舉辦的「MOD互動微電影創作」比賽吸引近300個團隊參與，得獎隊伍作品將會於MOD平台上架。

中華電信總經理石木標表示，除了充實網路基礎建設外，在培育創新資通訊人才上也責無旁貸，期待未來的「電信創新應用大賽」能夠孕育出更多優秀的創意新星。

歷經2個多月的評選，共有16部作品獲得評審團青睞，其中社會組前3名分別是「Project MOD」、「窮搖式愛情」、「擲筊人生」，校園組冠、亞軍為「無聲片刻」、「林豔秋」，而「生命的減法」、「在哪Monster」則不分軒輊並列季軍。1020917
