【陳宏瑞／高雄報導】電價再度調漲，如何省電成為民眾關心話題。義守大學電機工程系教授陳朝順研發出智慧空調管理節能系統，透過直徑3公分小型控制板，經過電線就可以傳達訊號指令，統一監控、管理冷氣的溫度和強度，達到節能減碳的目標，這項發明也在日前獲得台北國際發明暨技術交易展競賽的金牌獎。
 
電價第二階段調漲今天正式實施，家庭與商業用點平均調幅約為4%和10%，不少民眾開始省電大作戰。陳朝順表示，這套智慧空調節能系統主要針對家裡有多台冷氣或機關、學校、大型企業，在義守大學測試時大約可節省2到3成的用電量。
 
陳朝順指出，以往的空調節能系統訊號都是透過訊號線，他研發的系統則是透過一般電力線，只要加裝IC晶片和通訊模組，就可以經由電腦得知每一台空調的運作情形和每一個房間的溫度，進而加以控制管哩。

由於民主黨、共和黨未能在預算案達成妥協，美國聯邦政府今（1）日上午宣布停止運作，盡管如此，美國在台協會（AIT）發言人金明（Mark Zimmer）表示，AIT提供的服務，近期內不受任何影響。

根據最新消息，美國政府目前已接獲命令在台灣時間今天(1)中午12時已暫時關門歇業，主因為美國兩黨民主黨和共和黨未能在預算案達成妥協，先前總統歐巴馬也趕緊出面喊話，希望能夠盡速通過臨時預算案，以免造成美國經濟重挫，但白宮管理及預算局（OMB）仍下令聯邦政府部會依照預定計畫，停止運作，這也是美國近17年來，首度有政府機關停止運作。

金明表示，AIT目前的資源還算充足，因此服務在近期內不會有任何影響。外交部北美司副司長陳立國也表示，雙方政府部門運作和人民往來，不會有立即影響。

外交部發言人高安表示，未來會繼續關注相關情況，並與AIT交換資訊，適時提供台灣民眾最新訊息。
