【綜合報導】想一次認識臉書上的所有使用者嗎? 美國邁阿密程式工程師娜塔莉亞羅賈斯(Natalia Rojas)設計出一款臉書使用者app(Faces of Facebook)，下載這款app後，就能一覽全球所有臉書使用者，不過瀏覽全球11.5億使用者，需要36年5個月9天6小時46分鐘又16秒的時間。
 

這個資料庫是根據使用者加入臉書的年份排序，臉書使用者在app上輸入帳號，登入後會出現一組數字，顯示使用者是第幾位加入臉書的，羅賈斯表示這款app不會儲存使用者的個人資訊或照片，只會顯示臉書預設可顯示的資料，最新加入的使用者，也會自動列入資料庫中。

由於行政院長江宜樺1日第四度赴立法院進行施政報告與總質詢又鍛羽而歸，朝野立法院黨團協商後達成共識，103年度中央政府總預算案付委審查，但不邀行政院長江宜樺報告預算編制經過，僅以書面報告代替。對此，馬英九總統表示高度遺憾，但江宜樺院長表示，雖然已經超過九月底前聽取施政報告之期限，但行政團隊仍將依規定應邀前往立法院進行報告。

江揆1日第四度赴立法院進行施政報告與總質詢。由於馬王政爭案外案繼續連環爆，在野更質疑特偵組濫權監聽立院總機案正當性，使得朝野對峙氣氛依然高漲。綠營採取甲級動員，持續杯葛江揆上台報告且重申「不道歉別上台」，更揚言要「倒閣」。而藍營立委則不認為江有道歉的必要。江揆報告前的朝野協商又陷僵局。

下午，立法院長王金平在立法院院會宣讀朝野協商結論，行政院函請審議「中華民國103年中央政府總預算案」案交財政委員會，依分配表及日程分送各委員會審查，並函請行政院將中央政府總預算案編制經過相關書面報告送到立法院，分送各立法委員參考。根據預算法規定，立法院審議總預算案時，應由行政院長、主計長及財政部長列席，分別報告施政計畫及歲入、歲出預算編製經過。

對此，總統府發言人李佳霏表示，行政、立法兩院是國家政務推動最關鍵、最重要的部門，雙方的權利義務已在憲法中清楚明確的規範。在野黨阻礙行政院長在法定期限內完成施政報告，明顯違反立法院職權行使法的規定，馬英九總統對此表示高度遺憾。

立法院長王金平1日則發表聲明，為了避免國民黨紛爭與社會動盪，將放棄黨內申訴管道，希望政局恢復平靜；王金平在聲明中，再次署名「中國國民黨永久黨員」。王金平是以「等待黎明，迎向藍天」為名發表聲明，表示9月11日國民黨考紀會撤銷他的黨籍，當天就行文中選會，並於當晚函轉立法院，且在中央黨部大門口貼出撤銷黨籍公告，種種行為對一個忠心的「永久黨員」來說，情何以堪。

王金平強調，自己遭特偵組指控涉及司法關說案，國民黨考紀會審議時還沒有詳細調查，就決議撤銷黨籍，若自己再循黨內體制申訴，考紀會的審議過程將遭非議，黨將再次受到傷害，因此為了避免政局動盪，將放棄黨內申訴，繼續循司法程序確保權益。
