總統府前副秘書長羅智強今天在臉書發表給立法院長王金平的公開信，呼籲王金平放下個人權位，為國家著想。

羅智強表示，王金平打電話的那一刻，司法女神手中的天平便向有權勢的一方歪斜；司法女神的寶劍成為保護有權勢者的血刃；司法女神的眼罩更被揭開，讓她在裁判時會先看看被裁判者的身分。

「從那一刻，您就欠台灣人民一個道歉」羅智強說，王金平卻遲遲沒有道歉；在其他的民主法治國家，向司法人員打電話關切司法個案，就叫做關說，不管打電話的人用的理由是「安慰」、「練肖話」或者「提醒不要濫權上訴」，那就是妨礙司法公正，有些國家，妨礙司法公正甚至是要被課予重刑的。

他指出，在台灣，由於立法委員行為法第十七條對於關說司法未訂罰則，所以國會議員關說司法可以不受刑事訴究，但沒有刑事責任不代表沒有政治責任。

羅智強以高華柱、楊念祖請辭下台為例說，承擔政治責任不迴避、不戀棧的態度，正是從事公職者該有的高標。而王金平的情況，在政治上、道德上的可非難性，遠遠超過高華柱、楊念祖千倍、萬倍。

「當您用四隻手指頭質疑特偵組調查程序有瑕疵，有沒有用一根手指頭指向自己問，打電話給曾勇夫、給陳守煌去關切柯建銘的個案，是將司法皇后的貞操踐踏於地呢？」羅智強呼籲王金平，至少請「知該道歉」，為您打電話給司法人員關切個案的不當舉措，讓國家陷入莫大爭議與消耗，鄭重地向國人說一聲道歉，「道歉，已是對您最卑微的籲求了。」

【劉曉霞／台北報導】遠雄企業團董事長趙藤雄今天指出，現在台灣景氣狀況不佳，馬英九總統發動馬王政爭是否有其必要，政府應該提升士氣，現在各項施政法案寸步難行，百業蕭條，薪資不漲，只有房產漲，政府只好打房。

建議可以 先去看各大學術期刊
例如 華藝、CEPS中文期刊、或是各大醫院的期刊文章
可以參考文章的格式寫出前言、文獻資料等等
