面對外界對國會運作不透明有諸多疑慮與批評，立法院今（3）下午舉行朝野協商，原本預期這場朝野黨鞭都參與的內部會議，將首度公開錄音錄影，接受外界檢視，沒想到最後還是只開放讓媒體拍攝五分鐘，就把大門一關，不少記者紛紛納悶說，這是那門子的公開協商？
最讓王金平在意的，就是成也協商，被攻擊的也是他所主持的朝野協商，為了不讓外界批評朝野協商是他和柯建銘所把持的密室政治，今天下午的國會改革朝野協商，還特地找了可以錄音錄影的502會議室，要公開協商過程，使之透明化，原本之前還傳出要讓記者全程採訪，沒想到最後大門一關，還是變成了「密室協商」。
事實上，根據立法院職權行使法第70條明定，議案進行黨團協商時，由秘書長派員支援，全程錄影、錄音、紀錄，併同協商結論，刊登公報。民進黨立法院黨團總召柯建銘就說，「我最喜歡公開、透明了，最好是網路直播！」他還說，黨團協商最好是錄音、錄影，「大家才曉得國民黨有多爛，民進黨有多辛苦」。 但民進黨團副書記長李俊俋則質疑「哪個國家政黨跟政黨在談事情，要讓你看到？」
這回朝野協商，雖然有全程錄影、錄音，最後錄製成光碟以供備查，希望成為未來慣例，但難保有的光碟在重要的關鍵時刻，不會無故消失，成為立院「洪仲丘案」的翻版，既然都已經要全程錄影、錄音，幹麻還要關起門來扭捏作態，不如敞開大門讓媒體見證，以免落人口實。

| 美林美銀：美政府關門期間，買公司債勝過買股

走過5月的大低潮，美債氣勢近來又再度聚集。美林美銀認為，在美國政府停擺期間，受惠於避險需求增溫與市場波動加劇，美元計價之公司債表現將勝過美股。
彭博社報導，美銀債信策略師Michael Contopoulos表示，即使公司債殖利率水平距歷史低點僅1個百分點，但在美國政府關門可能延緩量化寬鬆(QE)退場的情形下，公司債本月表現將會超過股市。
Contopoulos還指出，如果美國朝野對峙升高、預算協商持續沒有進展，股市將比債市更易遭受衝擊。美銀資料顯示，上週湧進高收益債的資金達29億美元，為今年次高。與此同時，流入投資等級公司債的資金也有17億美元。
受9月份ADP民間就業報告不理想影響，截至美東時間2日上午10時45分，美國10年國債殖利率盤中下滑6個基點，暫報2.6%。美國財政部長Jacob Lew前日致信共和黨籍眾議院議長John Boehner時重申，最遲10月17日舉債額度將用罄。

呢頭騰訊嘅馬化騰高調接受部分傳媒訪問，話股價升到四百蚊只係一個數字，嗰頭佢老友馬雲仲未上到市，相當頭痕。阿里巴巴上市呢壇嘢，搞到一鑊粥，港交所固之然失去咗嚿千億肥豬肉，馬雲亦跌咗眼鏡，轉手啟動美國上市程序。本週日，馬雲突來港現身灣仔萬麗海景酒店，出席私人活動。小宗上前同佢傾談，佢全程笑笑口而不語。今次來港，佢有個目的，就係搵人傾吓點反擊。何解？唔服氣囉！

據接近馬雲的消息人士話，馬雲認為外間對佢提出嘅合夥人制度有誤解，強調絕非以小控大，而是想保留阿里巴巴的獨有文化，「馬雲構思嘅合夥人制度，唔係想推舉董事局內所有董事，而係想推舉九個董事中嘅四個，並非想全控董事局。其中 CEO一定要由合夥人選出，維持公司文化。」現時阿里巴巴的合夥人，由二十多個老臣子組成，有啲入職前只係做過 bellboy等工作，但俾馬雲提拔而上位，足見阿里巴巴獨特嘅文化咁話。馬雲仲同友人講：「幾方人爭拗嘅，根本唔到 point！」
呢個方案，馬雲同港交所口頭講， form都未遞，就被人猛烈攻擊；佢向美國招手，對方即時「歡迎歡迎」！估值仲高啲，一定過千億美金，點揀唔使講啦！不過馬雲仍抱一絲希望，佢對香港點都有情意結。一來方便大陸同胞買股；二來美國要求好高透明度，內地有啲嘢，始終唔方便公開啩。馬雲準備嘅反擊，包括想開一個「聽證會」，邀請李小加等人出席；兩個咁「牛」嘅人辯論，實激戰連場。

| 男子遭通緝躲工寮 剛「爽」完就被逮

【張貴翔／新北報導】新北市警方今天凌晨1時許，循線在桃園龜山鄉舊路村上的工寮內，逮獲有多項前科並遭通緝的43歲黃姓男子；警方進入工寮時黃男眼神渙散疑剛施打完毒品，警方又在垃圾桶內找到剛使用過的針筒，黃男才坦承犯行，並交出海洛因毒品0.13公克後被帶回偵訊。
警方調查，黃男有毒品、竊盜、傷害、賭博多項前科，日前還因恐嚇、竊盜、毒品等罪被通緝，被警方查獲時還有施打毒品的情況。黃男向警方坦承犯行，訊後被依毒品危害防制條例及通緝移送法辦。
