【簡嘉宏╱綜合外電報導】上海對台研究暨《台海研究》雜誌創刊座談會10日在上海東郊賓館舉行。中國國台辦主任張志軍、副主任孫亞夫、中共上海市委常委沙海林及知名對台研究機構專家學者等都出席會議。

泰籍外配假結婚來台，卻和同鄉生下兒子。 記者林昭彰／攝影

六個月大、模樣可愛的小龍，出生未足月就成為戶長，連牙牙學語都不會，卻是泰籍母親的「護身符」；他的母親假結婚來台，因為小龍得以取得居留權，雖然可能面臨刑責，但暫時不用擔心被遣返。

有著圓滾滾大眼睛與胖嘟嘟身材的小龍（化名），生父其實並非台灣人，而是一名泰籍外勞，只是他的母親生下他時，與台籍假老公仍維持婚姻關係；假老公只想錢，孩子是否他親生無所謂。

小龍因為這一法律關係，登記的生父是台籍假爸爸，並順利取得我國國籍。小龍母親立刻和和假老公離婚，並將假老公的戶籍遷出，剛出生的小龍，因此成了「戶長」。

據了解，類似小龍這樣的小戶長，並非單一個案，但戶政單位與警方都表示無力控管，因此全台跟小龍一樣的「小戶長」，究竟有多少人，是個未知數。

和台灣沒有血緣的小龍，因為是合法入籍的「新台灣之子」，未來不但享有國民該有權利，還可因為新台灣之子的關係，享受許多優惠，例如外配子女可優先申請公立幼兒園。

兒子名義上是台灣人，並可取得中華民國國籍，外配也因此獲得居留權、工作權，且戶口名簿、護照、居留證都已經辦齊了。 記者林昭彰／攝影

小龍的母親已卅六歲，九年前透過仲介與一名計程車司機結婚來台，三年前被移民署查出沒有共居事實，兩人離婚收場。為了留台繼續賺錢，隔天再度透過關係找到前夫登記結婚，並支付十五萬元酬勞。

開計程車的假老公，知道小龍母親的「弱點」，常以離婚為由勒索金錢，小龍母親不堪其擾。同鄉朋友傳授「只要有孩子取得台灣戶籍，即使離婚，政府會讓外籍媽媽居留照顧小孩至廿歲。」

小龍的母親決定「生小孩換居留」，特別去找一名泰籍外勞。小龍在母親盤算下出生，戶籍上只有他與假爸爸，生母的名字放在註記欄。

小龍母親在完成這些程序後辦理離婚，上月申請孩子監護權，獲得展延居留與合法工作權。

小龍母親不諱言，「很多同鄉女子這麼做，生小孩是留下來的手段」，她會把小龍先帶回泰國，讓家人幫忙照顧，自己留在台灣賺錢，等小龍三、四歲再回台讀幼兒園，成年後母子就會返回泰國，不想留在台灣。

【陳意佳／綜合報導】金馬影后李冰冰接拍《變形金剛4》，已有好一段時間都在美國拍片，日前她返回中國，顧不得大明星可能引起騷動，突然現身北京某幼兒園，就式為了接她最疼愛的外甥「小王子」放學。她熱情抱起小王子，有時又蹲下和他聊天，互動溫馨。她笑稱小王子是她的精神食糧、工作動力，只要看見他笑臉，她就可以充滿活力。
 
據《鳳凰網》表示，她接下來將再回美國拍戲，10月中可能隨《變形金剛4》轉戰香港繼續拍。而她11月將來台擔任金馬獎決審評審。

【周佩萱╱綜合外電報導】美國費城一名33歲視障人士，大白天獨自在街上行走時，突然遭一名壯男襲擊，在大庭廣眾下，對他又踢又打，並搶走他身上的財物，誇張的是，在壯男施暴的同時，經過的路人，居然都沒人出手相救，或是打電話報警，只是在一旁觀看，冷漠又冷血的反應，讓警方大嘆世風日下，人心不古。
 
受害者被痛扁後，無助地倒在地上，頭部和臉部受傷，暴徒則被另一台攝影機清楚拍下容貌，這起事件發生在2日，費城警方近日公開這段攻擊影片，呼籲大眾協助抓犯人，警方也相當感慨表示，現在民眾看到施暴現場，第一時間往往都是拿出手機攝影或拍照，而不是打電話報警。

標題[好雷] 盲探 老搭檔默契依舊

昨天看了盲探，久違的劉德華+鄭秀文組合 雙方默契依舊 鄭秀文演的頭腦簡單四肢發達女警探，跟劉德華的眼盲心不盲破案之神 感覺都有演出該有的感覺 尤其是鄭秀文傻大姊的個性實在很可愛 雖然整部片娛樂性十足，演員也演的不差 但是我總覺得故事的流暢性有點不足 雖然是演出日常生活，但是我常常有在看電視劇的感覺 好像劇情一下子被拉到十萬八千里之外，然後瞬間又回到了主要的劇情上 感覺很像....很像打電動突然花了很多時間去解支線任務！ 不過電影為了要呈現出盲人的思考推理過程 用腦內小宇宙的方式來讓劉德華與各個受害著相互交談 這個處理的還滿好的，有時候人真的會這樣思考，但是變影像真實呈現之後 卻感覺很新奇 另外司徒法寶搶女人這邊我也覺得感覺很多餘 不知道是不是為了讓之後他們兩人能在一起所鋪的梗 不過很多女人喜歡痞子這倒是真的XDDDD 整部片看下來我覺得還不錯，是個打發時間的好電影，但是沒有太多驚喜的地方就是 -- ※ 發信站: 批踢踢實業坊(ptt.cc) ◆ From: 218.161.8.164
