【林慧娟／綜合報導】英國樂團「布勒」（Blur）原訂5月初在台演唱會取消，不少花費數千甚至上萬元購票的歌迷，按照程序辦理退票，但苦等至今，主辦單位「布洛克兄弟」卻遲遲未退款。

台北市政府消費者保護官室今天發表新聞稿指出，「因業者表示現資金調度困難無法退費，但為維護消費者權益，提出下列解決方案，供消費者選擇。布洛克預定明年3月14日主辦艾薇兒演唱會、5月17日舉辦Rain粉絲會，未退票消費者可任選一場演唱會，以1張門票換1等值區域（例如搖滾區換搖滾區）門票，業者並承諾提供更換該場次演唱會6折價惠價門票（最多6張）作為補償機制」。

【周佩萱╱綜合外電報導】堪稱全球最先進機械人「亞特蘭斯」（Atlas）17日在香港大學展示，示範耍太極驚豔全場，不過「亞特蘭斯」在示範跨過地上一排石磚時，就不太順暢還突然失足，幸好有鋼纜吊著才沒有倒地。

負責研究的教授表示，現在「亞特蘭斯」還是嬰兒，仍有很多要學，這次示範失敗，是由於右腳眼受傷，而上周四則是左腳眼受傷，還有多方面需要修復改良。教授預估，6年後機械人將可協助救災。

不過「亞特蘭斯」在示範觸摸物品時，又突然停止動作，出現錯誤，工程學院院長田之楠表示，機械人價值約台幣5700萬，目前全球只有7個，唯一一個不在美國的，就是在香港大學的這座「亞特蘭斯」。

8年800億元治水經費今年底將用完，立委楊瓊瓔上午在財委會質詢問說，8年800億檢討方案何時可以提出？經濟部次長杜紫軍回應說，行政院副院長毛治國已組成專案小組並召開會議，預計下周就會將8年800億檢討和成效方案送至經建會審察，而經建會則預計在10月25日會送到行政院，行政院審核後就會對外公布。

杜紫軍今日上午赴立法院財委會進行「中央政府易淹水地區水患治理計畫第三期特別預算業務費解凍」口頭報告，並備質詢。

杜紫軍表示，8年800億檢討方案將會在11月提出完整報告，到時會用地理資訊系統來展現出來，讓大家可以看到整個成果。杜紫軍表示，目前的治水成效不錯，他舉例說，像是雲林沿海地區已不再淹水，而屏東林邊即使淹水，淹水的時間也縮短了。

【徐毓莉／台北報導】中華電信今宣布，今起針對網路用量較低的輕量型客戶，在3G放心講資費方案新增「上網計量包」服務，客戶可選擇196元/396元/796月租方案，且新增100MB100元羽量型或1GB180元中量型兩種上網計次型服務，上網價格內含在月租價中。

 「上網計量包」服務開通後30天內有效，當客戶剩餘傳輸量低於30MB、10MB與用罄時，以及服務有效期限屆滿前1天與屆滿時，都將發送簡訊主動通知。
