【大紀元2013年10月20日訊】（大紀元記者馬穎慧編譯報導）參與美國聯邦健保平台的多家保險公司表示，健保平台上技術問題已不僅僅是網絡流量和軟件問題。平台上幸運得登記了的用戶，產生的很多錯誤信息，極大得限制了保險公司為用戶提供健保計劃的能力。

很多保險公司表示，由於越來越多的人試圖申請聯邦健保計劃，他們發現平台上生成的登記數據中有很多問題，他們目前在人工解決大部份這些問題，不過在未來五個半月中聯邦健保平台上將出現700萬使用者的情況下，他們擔心會力不從心，所以呼籲行政部門儘快解決問題。

據《華爾街日報》報導，華盛頓對於奧巴馬政府強力推出的奧巴馬健保的態度由過去的抵制轉為審查過程中。很多保險公司高管發現，過去兩週中的國會對於政府停擺和舉債上限的不斷爭吵，掩蓋了聯邦健保平台的很多問題。

數家保險公司表示，聯邦健保平台上出現錯誤的信息包括：重複登記，將配偶當作子女登記、數據信息遺失、確認的資格變成「待查」。

其中內布拉斯加州的「藍十字和藍頓」（BlueCross & BlueShield of Nebraska）高管表示，該公司不得不僱傭臨時人員來與新用戶直接聯繫，以解決提交表格出現的差錯。他們表示，如果這些失誤導致用戶對登記健保望而卻步，或者沒有登記的用戶誤認為自己已經得到了某種健保計劃的服務，可能會對健保法案的實施造成持久的傷害。

安泰公司（Aetna Inc.）首席執行官伯托裡尼（Mark Bertolini）稱：「這不是一個好的開始，解決問題時間拖得越長，人們就越不願意再回頭在平台上登記。」儘管他仍認為建保平台對公眾有益，而且無健保人士應該上平台申請。

很多國會議員要求奧巴馬政府解決這些問題。很多共和黨議員敦促健康服務部（Department of Health and Human Services, 簡稱HHS）部長貝柳斯（Kathleen Sebelius）辭職。而白宮回應稱，他們對於HHS部長貝柳斯有信心。

HHS在36個州全權或與州政府合作運營聯邦健保平台。該單位多次拒絕回答關於如何推出健保平台網站、已成功登記人數，以及該部門解決這些問題的計劃等具體問題。

HHS發言人彼得斯（Joanne Peters）週四回應說：「我們知道人們在平台上登記，而且平台在正常工作，而對於這些各個保險公司提出的問題，我們也在積極得解決。」

共和黨領導的眾議院能源商務委員會(House Energy and Commerce Committee)週四宣佈，將於下週就奧巴馬健保法案的推出召開一個聽證會。彼得斯表示，HHS會面對能源和商務委員會的要求。

根據奧巴馬平價健保法案，從2014年起大多數美國人都需購買健保，否則將受罰。

但是支持人士表示，由於很多問題無法得到行政部門的解答，令他們非常沮喪。

不過很多經常使用健保平台的人們表示，健保平台上的一些技術問題已經得到解決，例如健保平台出現技術瓶頸，很多欲購買健保計劃的用戶無法登陸健保平台的問題已經在本週被解決。

分析公司ComScore根據其對於網民的抽樣跟蹤做的數據估計，在14日和15日期間開始在聯邦健保平台（healthcare.gov）上登記的20.9萬民眾中，僅有四分之一的人成功完成登記程序；而在健保平台推出的第一週，只有10%的人成功完成。

【於慶中／綜合外電報導】美國各大社群網路這幾天瘋狂轉貼一個小故事。在一家餐廳裡，一名男子買單時在信用卡與帳單中間夾了一張紙條給侍者，上面男子寫著「幫我個忙，把隔壁桌的帳也一起結了，一定有什麼人被診斷出什麼令人絕望的病痛。先別告訴她們」。

這名侍者事後將這張紙條拍照，上傳到自己的社群網路《Reddit》頁面，並描述當晚的情形。「這位男士整晚都一個人，他很客氣，也常和我們說說笑笑。隔壁桌的一對母女原本沒什麼異狀，但女兒接了一通電話後，兩人就開始哭泣」，我也不知道發生了什麼事，直到男子要求買單，並在帳單和他的信用卡之間夾了這張紙條，「我對人性的信念，被重新啟動了」。

侍者將兩桌的金額合併後，男子爽快地簽了字離開。「他走後，我告訴那對母女中的母親，她們的帳單已經有人付過了，她十分驚訝，並表示出她的感激，我也十分感激那位男子。這真是個美好的夜晚。」
