【大紀元2013年10月19日訊】（大紀元記者任義報導）中共國家統計局18日發佈前三季度中國GDP同比增長7.7％，其中三季度增長7.8％，看似靚麗的數據眾說紛紜。經濟學家稱不能以此判斷中國經濟好壞，同時中共各地方政府還普遍對經濟下行表示了很大的擔憂，顯示三季度經濟回升或曇花一現。

數據靚麗被質疑 經濟回升或曇花一現

中共國家統計局在10月18日公佈的數字顯示，今年前三季度中國經濟增速為7.7％。其中第三季度經濟增速為7.8％，相比第二季度的7.5％有較大幅度回升。公佈好於預期的前三季度經濟數據後，外界對中國經濟的疑問仍揮之不去。

目前宏觀經濟分析人士的判斷認為，支撐中國經濟增長的動力已經不復存在。事實上，從今年9月的部份經濟數據已經出現回落看，今年第四季度經濟增速將放緩，這幾乎已成定局。

大陸經濟學者馬光遠在其名為「光遠看經濟」的新浪微博上表示，不能以GDP的數據來看待中國經濟好壞，要有長週期的考慮。關鍵不是增長多少，而是質量和效益。調結構的任務仍然艱鉅，差能過剩、影子銀行、地方債務、房地產泡沫的風險很大。

此前中共國家統計局公佈上半年經濟數據之後，首都經濟貿易大學經濟學教授蘭紀平對《大紀元》記者表示，各項數據表明中國經濟處於下滑狀態，而且很不容樂觀。「經濟界戲稱中國有個神奇的政府部門是專門製造數據的，那就是國家統計局。」

也有不願具名的經濟學家對《大紀元》記者表達了另外一種看法：第四季度經濟情況更差，但數據可能更靚麗。他解釋說：「中國經濟下行已經是經濟界的共識，政府相關部門也知道。但年底各政府部門都存在突擊花錢的現象，這樣消費的數據就把整體數據拉動靚麗了，但中國經濟的實際情況因此被掩蓋。」

中共財政部10月18日公佈的《2013年9月份財政收支情況》和此前公佈的《2013年中央和地方預算報告》比較，四季度中共各級財政部門將會「突擊花錢」48098億元，約佔全年支出的34.44％。這一占比超過了去年同期占比約33.08％的比例。

《大紀元》記者經過對中共財政部所做預算草案的報告計算，2013年四季度將支出48098億元，比去年同期多支出6504億元，四季度平均每月要花16032.6億元，大幅高於前9個月時月均支出僅10170.2億元的規模。2013年的相關指標，已經超越了2012年有關數據，這或將是中國第四季度經濟數據更靚麗的直接原因。

地方政府普遍擔憂經濟下行 與中央看法相悖

中共國家統計局新聞發言人盛來運10月18日的公開表述是，去年四季度經濟增長基數會對今年四季度同比增長產生一些變化，「經濟繼續上行確實有些壓力。」

目前大陸各省市正陸續召開前三季度經濟工作會議，各地紛紛反映經濟下行壓力仍比較大。最高預期的貴州、雲南預計前三季度經濟增速也分別只有12.5％、12.4％左右，重慶則是12.4％，均與上半年持平。廣東預計為8.5％，也與上半年持平，並未出現中央數據中那種加快的跡象。相反，一些指標還出現了下滑。

各地還普遍對經濟下行表示了很大的擔憂。其中雲南省發改委判斷，該省經濟面臨經濟指標增速回落，企業生產經營仍然未走出困境，保持消費較快增長的動力不足，資金籌措依然困難，財政收支平衡壓力較大等問題。

去年8月甲仙區連日雨，當地土質鬆軟，工人鍾達鑑在台20線聖道橋附近施作擋土牆修復工程時，幾乎被崩落的砂土活埋，送醫不治。法官判潘姓工地主任有罪，鍾姓承包商也須負責，依違反勞工安全衛生法判6個月徒刑，可易科罰金。

判決指出，100年7月底高雄山區連日降雨，鍾姓工人到甲仙區台20線附近施作工程，當時開挖面的土壤因飽含水分，乘載力不足，他被命令在5公尺深的工地察看，現場沒有任何擋土支撐。鍾姓工人查看時，上方砂土突然崩落，將他掩埋，剩左手露出。

現場工人和消防人員將他救出時，鍾姓工人已經沒有心跳。潘姓工地負責人被判刑8個月，緩刑3年。黃姓工人證稱，事發前多次由監造人員告知鍾姓負責人，告知現場沒有按圖施作擋土牆設施，是涉及工程安全的重要事項，要找承包商謀補救措施，再決定要不要進行後續工程。
