立委吳宜臻、中華民國警察警聲會和現役員警今天召開記者會，指出許多民眾都開始規劃春節出遊計畫時，基層員警卻因為單位主管為求績效，春節期間的執勤班表往往一禮拜前、甚至前一天才知道，但機票、車票早已搶購一空，只能孤獨過年。警政署回應，會函發各警察機關，盡早規畫基層員警的休假日。

桃園縣警察局保安大隊值勤的員警蕭湘瀚說，他本身住在桃園，其實這個現象對他個人較無影響，但他看見住在澎湖的同仁，每年都因無法返家過年而落淚，「警政高層有誰我們的權益？」

警聲會會長陳明怡說，自己身為警察眷屬，觀察到這種現象已經延續多年，接到的陳情遍布全國，有人前一天被告知休假，拎著行李排機位，卻在松山機場足足睡三天，結果假也沒了。單位主管用績效來規劃員警休假，他們徵詢過退休員警意見，發現只要長官願意，事實上都可以提早告知，讓員警能及早了解休假狀況。

警政署行政組勤務科科長楊台興回應，警察工作的特性是連續24小時，按照值勤規劃表來排，過年期間情況特殊，記者會後會函發各警察機關，考量轄區特性及治安狀況，盡早規畫班表，以利同仁安排休假計畫及訂購返鄉機票、車票。

【陳郁仁／台北報導】文化部今年花7000萬預算，購買本土藝術家作品，成立藝術銀行，租賃給公家機關和企業。總統府今向藝術銀行租賃13 項藝術品，總統馬英九說，總統府是台灣四個機場之外，第一個擺放藝術銀行作品的公家機關。文化部長龍應台開心表示，「謝謝總統府成文藝術銀行的客戶。」

馬總統說，澳洲成立藝術銀行30年，一開始也是政府先成立，再由企業慢慢接手。今天也有9位企業家，捐款1800萬給藝術銀行，馬總統特別在府內頒獎表揚。

外交部領事事務局局長龔中誠今天提醒，欲前往紐西蘭商旅或度假打工的國人，若曾遭到他國拒絕入境、驅逐或押解出境，可能會遭紐西蘭移民官註銷簽證或拒絕入境，且不適用簽證待遇。

龔中誠說，近來發生數起國人持度假打工簽證，卻因曾有過遭他國拒絕入境、驅逐或押解出境，被紐國移民官註銷簽證且拒絕入境的情況，外交部提醒，此涉及到紐西蘭移民法第15條第1項第6款規定，因此紐國移民官有此權利，故呼籲國人注意。

　　成功的電子競技可從「遊戲特性」、「賽事強度」、「選手魅力」、「舞台規模」四方向評估。

　　「遊戲特性」指的是遊戲本身是否擁有完善的競技平衡性、策略組合性、觀賞價值條件三大要素，若遊戲想要推廣成為電競項目，就必須讓觀眾直覺式地融入比賽，並適時加入解說讓觀眾能產生共鳴。

　　「賽事強度」指的是電競選手間對戰的可看性，選手程度與對戰時表現可以帶動現場氣氛，拉抬雙方氣勢，有時也會現球賽一樣出現黑馬爆冷門逆轉勝的狀況。本專欄下週將再闡述「選手魅力」、「舞台規模」兩個層面。
