新北市新店區張姓男子不堪精障母親經常外出偷竊、亂丟垃圾、吞食不明粉末，竟「視母如狗」，如栓狗般用自行車鋼繩鎖將母親栓在浴室3天，還以訓練寵物方式訓斥母親；因為栓繩太緊，張母在體力不支下慘遭勒斃，台北地檢署昨日將張男起訴。

40歲的張男與父母及失智祖母同住，經濟狀況不佳，擔任有線電視工程人員的他，是家中唯一經濟來源。

張父對妻子因精障而行為脫序，亦感無奈，因兒子強勢，他無力阻止兒子栓母，只能偷偷餵食妻子水果果腹；張父面對兒子失手害死妻子，不忍責怪，還幫兒子說情，老淚縱橫向檢察官說，兒子不是故意的。

檢方調查，張母罹患重度精神障礙長達20年，幾乎已無辨識行為能力，曾因到超商吃東西被移送竊盜罪；家人曾將張母送往精神療養院，但因家境清寒無力支付費用，最後只好接回張母返家照料。

重度精障 外出常闖禍

由於張母時常外出遊蕩，亂丟垃圾、吞食不明粉末，張男認為母親毫無羞恥心，加上自己沒錢、生活壓力大，為避免母親外出闖禍，一度用機車大鎖鎖住母親脖子栓在浴室；今年9月8日張男改以自行車鋼繩索圍繞母親脖子，固定在浴室氣窗欄杆並上鎖。

囚禁變索命 報警自首

因鋼繩鎖長度不夠，張母被限制僅能站在浴缸內或坐在下方的水龍頭，而鋼繩索只能移到鼻部，張母無法掙脫，吃喝拉撒全在浴缸解決；因為精障，張母遭囚毫無反應、不知抵抗，張男甚至拿起不明粉末逼問母親是否亂吃東西，宛如飼主訓斥小狗。

9月10日上午，張男外出上班，張父中午餵食妻子後也外出，不料張母午後體力不支，遭鋼繩吊縊勒頸窒息而死；張男下班返家驚見母親死狀後，立即報警自首。

檢起訴 建請減輕刑責

張男辯稱，母親時常亂吃垃圾，吃得肚子鼓鼓的，栓住母親只是為了重新建立母親行為規範，並就脫序行為略施薄懲，他因要上班、收入低，無暇看管母親才出此下策。

檢察官昨依私行拘禁剝奪人之行動自由致死罪起訴張男，依法可處7年以上徒刑或無期徒刑，且因對象是直系血親尊親屬，依法須加重其刑；但檢方也考量張犯後自首，建請法院減輕其刑。

猷啟夜蒲夾錢埋單

賭王三房兒子何猷啟，前晚平安夜穿上長褸，一身斯文打扮相約朋友慶祝佳節，昨日凌晨12時多猷啟手持禮物，急急腳走入夜場，趕往會合友人開香檳慶祝，一班人玩得相當斯文，邊飲酒邊傾偈，未幾再互相交換禮物。玩了一小時多，各人紛紛掏出銀包夾錢，再由猷啟負責拿去埋單。



猷啟（左）玩了一個小時左右，便與友人夾錢埋單。

派對過後，向來有司機接送的猷啟，為了遷就朋友放下公子身份，與一名高大的男友人結伴走入港鐵站，不介意和夜蒲人群逼，乘港鐵離開。

我想請問整個房子都沒有發現有漏水情形
有發現的已修好了
但三不五時都會看到水表的三角指針會動
不知是否為漏水現像 會是水管破裂嗎
有儀器可以檢測嗎 費用大約多少呢
若是水管老舊問題修好的費用大約多少呢

日月光案　檢傳喚加工出口區及環保局人員作證

【郭芷余／高雄報導】雄檢偵辦日月光毒水案，今早傳喚副總林顯堂與在押的廠務處長蘇炳碩對質後，下午再針對10月5日違法海放一事，以證人身分傳喚4名環保局及楠梓加工出口區承辦人員及主管。

日月光K7廠10月5日未經許可而以海放管排放污水，檢方今天下午首度傳喚環保局及楠梓加工出口區人員說明。據了解，K7廠雖有設置海放管，但是否啟用或申請試俥的准駁單位都是環保局。

檢方根據調閱公文顯示，9月21日及26日日月光都有發出公文給環保局和加工出口區，「告知」10月5日因施工需要，將已處理的廢水臨時改排海放，環保局並無回覆是否許可，僅將公文「陳閱後存查」，故檢方傳喚相關承辦人員瞭解公文作業程序。

另今早檢方傳喚副總林顯堂後，已於下午飭回。從檢方扣得的分層負責表及緊急應變通報流程作業手冊顯示，掌管日月光K1至K15廠廠務的處長蘇炳碩幾乎決策廠內百分之80的應變事項，他供稱10月1日排放污水屬系統重大異常，是不得不的處理方式，而負責人力資源、廠務業務的副總林顯堂層級比蘇高，對於此事件自然也會在事前或事後被告知，甚至參與決策；但究竟是誰做出決策，檢方根據扣案文件已有初步梗概，但仍需釐清2人職權如何畫分，才能進一步確認。
