悶經濟 員工跳槽率4年新低

行政院主計總處甫完成的調查指出，受到景氣低迷影響，企業人力需求緊縮，今年1~4月國內製造業人力流動率降至1.86％，創下近4年同期新低，顯示人力跳槽的情況較往年為少。

主計總處統計，今年1~4月製造業受僱人員進入率僅1.85％，顯示每百位受僱者中，只有1.85人是新進員工，這非但遠不如民國70年代製造業進入率高峰期的4.0％~5.3％，也創下近4年同期最低。

主計總處官員表示，景氣低迷時，企業人力需求降低，進入率因而下滑，另外，由於勞動市場工作機會較少，也會使得想跳槽的人暫時按兵不動，因此，退出率也會跟著降低，今年製造業1~4月的退出率也僅1.87％。

勞動市場的流動率是以進入率及退出率平均而得，在景氣熱絡時，流動率會升高，景氣低迷時則會下降，今年以來，在退出率與進入率皆低的情況下，1~4月的製造業流動率降至1.86％，創下自金融海嘯復甦以來的最低，也就是近4年最低。

主計總處官員表示，從企業的人力空缺率在2月降至2.60％（去年2月為2.85％）、製造業勞動市場的流動率降至1.86％，這兩項指標顯示勞動市場人力需求趨於保守，不過官員也表示：「這個現象在4月份略有好轉，若以4月份單月的流動率而言，雖仍不高，但已超過2％。」

至於全體服務業與工業部門的流動率，今年1~4月則為2.18％，也同樣創下近4年同期最低。

考照未2段開車門 7月起扣分

汽、機車考照新規定將變嚴，汽車考照新增兩段式開車門，以及轉彎、起駛時需打方向燈並轉頭察看等規定，不符標準將重扣十六分，一旦有二項不合格就得重考。此外，以左腳控制煞車踏板扣十六分，普通重型機車行車時雙腳懸空、未置放在腳踏板扣八分、加油同時緊握煞車也要扣八分。

駕照終身免換發 300萬人受惠

此外，繼免換行照後，七月起，駕照也不需換發，估計每年有三百萬名駕駛人受惠，以每次換照費用二百元計算，國庫一年將減少六億元收入。

緩衝10年 溫泉法開始執法

緩衝期長達十年的「溫泉法」，今天開始執法，水利署將會同縣市大執法，溫泉業者未取得溫泉水權、溫泉開發許可與溫泉標章者恐遭開罰。水利署統計全台約五百四十六家溫泉業者，目前七十二％業者可取得合法溫泉開發許可，另廿八％須取得開發許可才能營業。

爭議較大的陽明山溫泉區部分，仍有業者未取得標章，例如陽明山馬槽的溫泉業者因位處國家公園景觀特別保護區，不得再經營溫泉業務，不能取用溫泉水，否則將開罰。

配合基本工資調整，勞、健保投保薪資級距也變動。勞保投保薪資第一級由一八七八○元調為一九○四七元，勞工每月須多負擔五元保費、雇主則須多為勞工負擔十七元。勞退金也調整，其中雇主為第十五級的勞工每月需多提繳十六元。

健保投保金額下限調整，受影響約二六○萬人，每人每月保費負擔最多增加四元，部分月薪在一八七八一元到一九○四七元者，保費則減二元；整體保費收入可年增四．一億元。

疾病防治將擴大罰責；罹患第二類多重抗藥性傳染病的病人，若不遵規定以致傳染他人，則可處三年以下有期徒刑、拘役或五十萬元以下罰金。

疾管局並修正「抗人類免疫缺乏病毒藥品處方使用規範」，每月藥費調降，由二○五○○元下修至一七五○○元以上，估每年可省二億元愛滋藥費。

濫用救護車 高市將收費

高雄市為防止救護車被濫用，今起凡指定送往非就近適當的急救責任醫院；傷病患送達急救責任醫院後逕至門診就醫；救護人員評估為非緊急狀況，並經急診檢傷分類為第四或第五級者，就開單收費，每趟一千七百元。

買不到冰淇淋 客人槓上麥當勞

〔自由時報記者陳恩惠、楊雅民／台北報導〕黃姓女健身教練與三名女友人，昨天凌晨赴台北市承德路與長安西路口麥當勞打算買蛋捲冰淇淋，因機器正在維修，吃不到冰淇淋的黃女出言辱罵，出面協調的陳姓值班經理在黃女以手機蒐證時，竟動手拍掉手機，雙方起爭執，還勞動警方到場協調和解。

警方表示，昨天凌晨三時許，在健身房擔任教練的二十餘歲黃小姐，與同齡另三名女友人似乎帶著醉意，走進麥當勞，向櫃檯服務員要求購買蛋捲冰淇淋。店員告知凌晨二至六時是冰淇淋機器維修時間，無法販售。

麥當勞稱加強訓練 網友批奧客

黃女不滿，頻頻質問：「為什麼不貼公告？每次我要買什麼就沒什麼？故意的嗎？」又以三字經辱罵店員，雙方爆發口角衝突，經理出面協調，但黃女等人越吵越兇，並拿手機蒐證，陳姓經理因而情緒失控，上前動手拍掉黃女的手機，店員趕緊報警。

台灣麥當勞表示，值班經理拍打顧客拍攝手機，自己也遭顧客毆打受傷，這是公司不樂見，也是不對的行為，會加強訓練。

對於此事，網友評論先動手就不對，但也有人說，正常人被告知洗機台會跟店員吵嗎？根本是奧客。

小心中暑！氣象局估中午高溫恐飆35℃

【張勵德／台北報導】今天全台各地大多為晴朗炎熱的天氣，中央氣象局預估，台灣西半部地區高溫約攝氏33至35度，東半部地區高溫約攝氏30至33度，提醒民眾外出記得做好防曬準備，並多補充水分以免中暑。

輕度颱風倫比亞目前中心位置在西沙島附近海面，受到颱風外圍雲系帶來水汽影響，今天南部及花東地區有局部短暫陣雨，中部以北及東北部地區午後有局部短暫雷陣雨，由於午後熱對流發展旺盛，部分地區可能有較大雨勢、甚至雷擊及強陣風出現，要前往山區活動的民眾需特別留意安全。另外，西南部、東南部沿海地區及恆春半島今天可能有長浪發生，提醒前往海邊活動的民眾留意。
