【李姿慧／台北報導】中秋節4天連假高鐵早鳥票凌晨0時開賣後，戰況慘烈，訂票網頁塞爆，《蘋果》記者實測訂票，足足塞15分鐘才進入訂票網頁，結果熱門時段6.5折早鳥全已被秒殺。

網友則在台大批踢踢上不滿大罵：「爛高鐵，網頁一直進不去，還敢漲價，先把網路流量弄好好嗎!」有網友被塞14分鐘，痛批已開4台電腦、8個網頁仍進不去。 

高鐵9月18日至23日中秋節疏運期間，加開112班次列車，另停開通勤時段10班次列車，並維持自由座及「早鳥優惠」，限量6.5折、8折和9折的「早鳥優惠」車次達523班，佔疏運期間總發車班次的57.8％。

近日印度、印尼及泰國出現股匯雙跌走勢，統一亞太基金經理人林鴻益表示，亞洲股市波動加大，主要是市場揣測美國聯準會即將縮減QE規模，產生恐慌心理，但亞洲國家體質已較十年前更好，不致於再出現金融風暴。

林鴻益指出，近期印度為阻貶盧比，政府祭出了資本管制措施，卻不被市場認同也未能止住貶勢；而印尼經常帳赤字升高，則令市場擔心印尼央行沒有足夠的外匯存底去守匯率；至於泰國經濟成長率意外衰退，加深投資人不安情緒。不過，分析這些現象背後原因，最重要的因素是中國需求不振使出口疲弱，及美國縮減QE造成的資金流出，該問題在未來的1至2季，終會獲得改善，長線仍看好亞洲股市。

（軍聞社記者李忠軒臺北廿一日電）總統馬英九先生今天行由政院長江宜樺、副院長毛治國、政務委員楊秋興、國防部長嚴明及內政部長李鴻源等陪同，前往中央災害應變中心視察，除瞭解各級政府機關因應「潭美」颱風來襲防颱整備狀況，並呼籲中央及地方政府與國人應提高警覺、隨時防救。

　總統上午結束「賀誼之旅」返抵國門後，隨即前往災害應變中心，聽取中央氣象局、內政部、國防部及交通部等防颱簡報。由於「潭美」颱風對北部及東北部區域影響較大，因此，總統也與新北市、桃園縣、臺北市、花蓮縣、基隆市、新竹縣及宜蘭縣等七縣市首長視訊連線，瞭解各地應變整備情形，並指示中央各部會適時提供必要支援與協助。

　總統在聽取簡報後表示，「潭美」颱風之前的行徑速度近似滯留，但目前速度已加快，且適逢大潮，沿海低窪地區應慎防海水倒灌，因主要降雨區域集中在北部、東北部及中部山區，各級政府機關及國人應提高警覺，儘快做好各項防災準備，避免意外發生。

　總統也再度呼籲國人於颱風期間外出應多加注意自身安全。
